The Parish Meeting is the lowest tier of Local Government in the country, where a village is too small to have an elected Parish Council. The meeting is open to the public, but only residents of the Parish who are on the District Council Register of Electors have the right to speak and to vote at the meeting. The Chairman/Clerk is elected by these residents. The Parish Meeting has the power to require North Kesteven District Council to provide for its expenses. For the last few years the Parish Meeting has received £350 per annum. The money is raised as the Parish Precept on the Council Tax Bill. The accounts show how the money is spent, although the majority goes to pay the Public Liability Insurance on the Bus Shelter. Traditionally in Burton Pedwardine, the Chairman/Clerk does not get paid any expenses. The Meeting has the opportunity to comment on many aspects of the actions of North Kesteven District Council. Traditionally, this is done by the Chairman/Clerk without reference to the meeting since the majority has little or no relevance to Burton Pedwardine itself. Where there is relevance, the Chairman/Clerk will respond in a manner that represents the best interests of the village. If an issue is likely to be contentious (e.g. planning applications), a Parish Meeting is called and the Chairman/Clerk responds as the meeting decides. |
